I don't think many people would be inclined to buy a local Lotteries ticket that wouldn't win them as much as a national Lotteries would on the slight chance hey do win.

Most lotteries are run by state governments to fund certain very specific areas (i.e. in PA they support senior citizens benefits and programs). That is what makes the lotteries legal, they are of a charitable nature. You'd have to research your home states laws to find out what the laws of gambling are since that is what a Lotteries is. I would believe that in most cases you would NOT be able to set up a private Lotteries legally.

If I win the Lotteries, I'll donate half to the first organization that asks me for it right after I buy the ticket.

You would be allowed to start a Lotteries only if it was for a charity
